The Presidency Overview

The Presidency was established in 1964 when Kenya became a Republic. It inherited executive powers previously exercised by the Prime Minister and the Governor General on delegation from the Queen of England. On becoming a Republic, The President became the Head of State, Head of Government, and Commander in Chief of the Armed Forces as provided for by the independence  Constitution of Kenya. As the newly independent Kenya grew, demand for service delivery increased equally necessitating creation of special purpose organs known as Ministries of State in the Presidency to perform them.

  3. Civilian Oversight of National Security Organs; 
  4. Custodian of National Security Policy and Strategy; 
  5. Oversight over the National Intelligence Service;
  6. Management of the Assumption of the Office of the President;
  7. Co-ordination of Functions of Ministries and State Departments;
  8. Chair Cabinet;
  9. Chair National and County Governments Co-ordinating Summit;
  10. Appointment of Attorney-General;
  11. Intergovernmental Budget and Economic Policy Management;
  12. Advisory on the Management of Kenya’s International Borders;
  13. Appointment of Cabinet Secretaries;
  14. Appointment of Chief Justice, Deputy Chief Justice, and Judges of Superior Courts;
  15. Appointment of Principal Secretaries;
  16. Appointment of Chairpersons and Commissioners of Constitutional Commissions; Appointment of High Commissioners and Ambassadors;
  17. Appointment of Chairpersons of State Corporations;
  18. Appointment of State/Public Officers as provided by law;
  19. Establishment of Public Offices in Accordance with the Constitution;
  20. Conferment of Honours in the name of the people and the Republic;
  21. Administration of Power of Mercy;
  22. Accreditation of Foreign Diplomatic and Consular representatives;
  23. Annual Reporting to Parliament on the Realization of National Values, Principles of
  24. Governance, National Security and Fulfillment of Kenya’s International Obligations;
  25. Implementation of the National Cohesion and Integration Values;
  26. Co-ordination and Delivery of National Priorities and Flagship Programmes;
  27. Public Service Reforms;
  28. Management and Monitoring of the Public Service Performance;
  29. Oversight of State Corporations and State Agencies;
  30. Co-ordination of Counter Terrorism Strategy and Policy Implementation;
  31. Co-ordination of Counter Radicalization, Disengagement and Rehabilitation;
  32. Focal Point for Bilateral and Multilateral Partnerships in Counter Terrorism;
  33. Creation and Co-ordination of Commission of Inquiry and Tribunals;
  34. Co-ordination of Women Rights Initiatives as vested in the Women Rights Agency;
  35. Resource Surveys and Remote Sensing;
  36. Parliamentary Liaison;
  37. Liaison of Constitutional Commissions; and State House Spokesperson.
