Background Information

Who we Are

BACKGROUND

The State Department for Economic Planning through the Monitoring and Evaluation Directorate (MED) is functionally responsible for coordination of M&E of all Government Policies, Programmes and Projects. This mandate is derived from the Presidential Executive Order No 1 of 2023 on navigation and sectoral development planning and monitoring and evaluation of economic trends in the county.

The M&E Directorate is also charged with the responsibility of coordinating the implementation of the National Integrated Monitoring and Evaluation System(NIMES) a nationwide M&E framework.

In addition, the Directorate is charged with promoting the M&E culture and practice in the Public Sector, strengthening capacities for M&E at all levels (National and County Governments) to track implementation of Kenya Vision 2030, tracking the implementation of the Medium Term Plans (MTPs) and Kenya Vision 2030, providing both the National Government with policy implementation feedback for efficient resource reallocation overtime and providing general guidance to M&E units in line ministries.

MONITORING AND EVALUATION DIRECTORATE

The Monitoring and Evaluation Directorate (MED) is one of the directorates in the State Department for Economic Planning in the National Treasury and Economic Planning. MED was created in 2003/04 to coordinate implementation of the National Integrated Monitoring and Evaluation System (NIMES) a government wide M&E system.

The NIMES, which has been in operation since 2004, aims at tracking the implementation of Government policies, programmes and projects in the Country. The overarching goal of NIMES is to provide the Government with a reliable mechanism to monitor and evaluate the implementation of public policies, programmes, and projects.

NIMES is firmly embedded in the National Performance Management Framework (NPMF) for public sector reforms, and is therefore a core pillar of Government’s Results-Based Management (RBM) system.
